Not just a targeted group, but encompasses everyone that falls within the definition of Terrerosism..And a very strict guideline as to its enforcement and Accountability for those who abuse them. We had anti-terror law as soon after 9/11 without much debate, because the governement, the public and the oppossition believed in its urgency. It is not a perfect Law and we had a few misfire, but we are fine tuning it as we go along. I still honestly believe, no matter how you draft the law, how good it will look on paper, it's still the people and the authorities who are entrusted with such that make it works, and their intentions.
